M&E Theory and Practice

From November 23 to the 28, Ayala Consulting conducted a Monitoring and Evaluation (M&E) Workshop in Malawi for over 20 staff members of the Social Cash Transfer Programme (SCTP), including M&E Officers.
Its objective was to provide the SCTP staff with the knowledge required for effective M&E of the programme through a combination of theory and practical know-how.
This workshop included 4 days of theory and exercises in Lilongwe, and 2 days of hands-on practice sessions in the field.
The first 4 days covered an overview of Monitoring and Evaluation, Logical Framework, Indicators and Reports from the SCTP Management Information System (MIS), Internal Spot Checks, Internal Process Monitoring, Spot Checks and Impact Evaluation.
A dynamic and participative approach was used by means of basic theoretical concepts, exercises, group work, and the use of the MIS and Excel for retrieving and analysing information as well as producing reports. Subsequently, on the last 2 days, the participants went on fieldtrips to Salima District to conduct spot check visits to a total of 75 randomly selected beneficiary households in the Mpatsanjoka, Senga Bay and Mwayiwathu Village Clusters.
The collected data was analysed by applying the statistical formulas presented earlier during the training.
On the following day, interviews and focus groups were held with beneficiary households, members of the Community Social Support Committee, Extension Workers and non-beneficiaries in their respective cluster.
Then, the participants compiled reports based on their findings, followed by group presentations of the main results and recommendations before closing the training. Finally, they took a test to evaluate the understanding of the topics covered. As a result, 86% of the participants obtained a passing grade to receive a certificate for successful completion of the workshop.
Also, the participants filled out a Satisfaction Questionnaire with excellent scores given to the instructor, technology and materials, and course management.

St. Kitts and Nevis NHR Consultancy
Ayala Consulting undertook a mission to Basseterre, St. Kitts during the week of November 16, 2015. The main objective of the mission was to start the execution of the Data Sharing process of the National Household Registry (NHR) by which beneficiary data is requested by and from programmes and institutions, which allows for the periodic compilation and maintenance of household data in one place to facilitate sectorial planning and improved allocation of resources. For that purpose, the Management Information System (MIS) of the NHR is the main tool used to manage activities and data during the execution of the program cycle processes, including Data Sharing.
The Company provided accompaniment for the start of the Data Sharing process, which began with the confirmation of beneficiary households of programmes managed by the Ministry of Community Development, Gender Affairs and Social Services in the NHR MIS and upload of benefit reports. Likewise, meetings were held with representatives of the Ministry to discuss the upcoming execution of Data Sharing with external institutions and programmes early next year.
In this mission, Ayala Consulting officially delivered the NHR MIS along with MIS documents and provided training on the use of MIS modules. During the training, the NHR MIS functionalities were covered in detail, including the option to view the map of the Federation showing the location of indigent, poor, vulnerable, and non-vulnerable households and number by Parish as shown below.
